Excerpt from American City Government: A Survey of Newer TendenciesAnd this working class, which forms the bulk of the population of the great industrial centers, is in the main a landless, homeless, and propertyless proletariate. The exact percentage of those who are propertyless in the cities is a matter of much speculation and little exact knowledge, but that it is very large there can be no doubt. The modern system discourages the accumulation of property by the proletariate: wages are not far above the margin of subsistence, the ownership of homes in cities of tenements is well-nigh impossible, and it is, as we Shall see, in many respects a handicap in smaller cities, and the discovery of safe investments is difficult for the poor man who has a little laid by but knows nothing about the ways of finance except, of course, the postal savings banks which pay a small rate of interest.About the PublisherForgotten Books publishes hundreds of thousands of rare and classic books.
