It will be found that this report is characterized by certain omissions and limitations. This is due partly to conditions under which the work was done and partly to the policy by which it was guided. It was believed to be more profitable to undertake a limited piece oi work 'and to attempt to do it thoroughly than to spread a superficial inquiry over a wider area.
The objects of study in the following pages are: The kinds of proc esses engaged in by the workers in this industry and the qualifications necessary for success in the same, pro vision made by the industry, as now organized, for the promotion of the individual from the less skilled and lower-paid occupations to those of higher grade, the possibility of so organizing the industry as to make this provision more successfully and economically, through apprenticeship, industrial education, or otherwise, racial and personal characteristics of the individuals em ployed. Consideration of wages is only incidental, in view of the attention given to this subject in another part of the general investi gation. N o attention is here given to the physical conditions in the factories, because of the adequate provision made for dealing with this problem by the joint board of sanitary control.
The methods employed in prosecuting this inquiry are perhaps of equal interest With the results, hence the description includes sufficient reference to details to enable others to check up the results and also to make other investigations whose results might be comparable.
