Excerpt from A History of RomeRoman history is the history of a state, rather than of a people or a country. It advances somewhat in the manner of a widening series of concentric circles, first a single city among a group Of kindred communities in the Latin plain bounded by the Tiber, the Sabine and Volscian hills, and the Tuscan sea, then a united Latin power, with the city of Rome as its head then a power embracing the whole of Italy, and extending its control over the Mediterranean coast-lands, and, finally, a world-empire, including within its citizenship a great variety of races, united in a common allegiance to the Roman Emperor, and enjoying a common civilisation. In the achievement of this result, which was fully attained by the middle of the third century after Christ, the native Romans took other peoples into partnership with them - their near kindred of the Latin stock first of all, then the other races of Italy, Umbrians, Samnites, Etruscans, and Greeks, and then, by a continuous process of enfranchisement, the inhabitants of their conquered territories beyond Italy, in Spain, Gaul, the Danubian lands, Greece and the Graecised eastern countries, and northern Africa. All these peoples, in the end, called themselves Romans, and shared in the benefits and the burdens of the Roman civilisa tion: thus about the middle of the first century AD we find S. Paul, by descent a Jew, by nativity a Cilician of Tarsus, claiming the liberties and privileges of a Roman citizen as his birthright.
