Excerpt from A Constitutional and Educational Solution of the Negro Problem: An Address Delivered in the Senate Chamber, Albany N. Y., At the Opening of the 41st Annual Convocation, of the University of the State of New York, Tuesday Evening, June 29, 1903So tonight I plead for a constitutional solution of the negro problem. I plead for the same law for the negro as for the white man. [109 U. S. 25] That stage is now reached, and for the constitutional rights of the eight million Southern negroes, as mere citizens, I plead tonight.About the PublisherForgotten Books publishes hundreds of thousands of rare and classic books.
