The explanation is simple. A political situation dominated and strangely controlled by two hundred thousand armed men who in the North have already usurped the primary function of government seemed hardly within the sphere of private initiative. Peaceful folk expected that the British Government would think it proper to exercise a little more authority in Ireland than it was called upon to assert in Mexico or Albania. Then, again, we have been kept quiet by assurances that the leaders in Parliament were negotiating behind the scenes, and that a settlement was in sight. Although we have often felt that we could fill up some striking gaps in the arguments which were being used, we were unwilling to raise fresh issues for fear of embarrassing the peace-makers. Now, however, the introduction of the Amending Bill, and the acceptance of its main principle by the House of Lords have created a situation which it would take some ingenuity to make worse.
